Robert J. Latham
I have a Bachelor's degree in general science from the University of Iowa as well as a Master's and Doctorate's degree in Economics from the University of Iowa. Since November, 1995, I have been employed as an energy adviser with Latham, Ervin, Vognsen & Associates. Prior to forming Latham, Ervin, Vognsen & Associates, I was employed by Alliant Energy predecessors IES Industries Inc. and IES Utilities Inc. where I worked in a number of executive positions. Before my employment with IES, I worked for the Iowa State Commerce Commission (ISCC)—now the Iowa Utilities Board (Board)—and Pennsylvania State University.
I have testified before the Board and the ISCC in a number of cases.
Louie R. Ervin Sr.
I have a Bachelor's and a Master's degree in Electrical Engineering from the University of Missouri - Columbia, a Master of Business Administration degree from the University of Iowa and am a licensed Professional Engineer in Iowa, Illinois, Missouri and Louisiana. Since July, 1996, I have been an energy adviser with Latham, Ervin, Vognsen & Associates. I was primarily responsible for the startup and oversight of several energy aggregation purchasing consortia. Prior to Latham, Ervin, Vognsen & Associates, I held several director positions at Alliant Energy predecessor companies as well as Lafayette Utilities System and Missouri Utilities Company. I have over forty years of experience in the natural gas and electric utility industries with primary responsibilities for rates, regulations, contracts and operations.
I have testified before the Federal Energy Regulatory Commission, the Missouri Public Service Commission, the Illinois Commerce Commission, the Iowa Utilities Board, the Missouri, Iowa and Louisiana legislatures, and various state and federal courts.

I have a Bachelor's degree in Electrical Engineering from Iowa State University. Prior to being the Vice President of Energy Services for Latham, Ervin, Vognsen and Associates, Inc., I held a variety of roles for companies including Central Iowa Power Cooperative and Rockwell Collins. My experience involves energy strategic planning, strategic initiative implementation, regulatory and market negotiations, purchasing group aggregation and supply solicitation, engineering-economic/financial analyses in energy and transmission markets.
Throughout my years of experience, I have been an expert witness in state utility board cases as well as being the utility representative for State, Federal, and Federal Energy Regulatory Commission wholesale electric wheeling cases.
David Vognsen, Vice President of Rates & Regulatory
I have a Bachelor's degree in Business Management from the University of Northern Iowa as well as a Master's of Business Administration degree from the University of Iowa. Prior to my current position as an Energy Advisor with Latham, Ervin, Vognsen and Associates, Inc., I worked for Alliant Energy’s Iowa-based utility, Interstate Power and Light, as well as its predecessor companies of IES Utilities and Iowa Electric. I have over twenty-six years of experience working in the electric and natural gas utility industry with a primary focus on rates, regulations, tariff filings, and energy contracts.
Throughout my years of regulatory experience, I have provided expert witness testimony on numerous occasions before both the Iowa Utilities Board and Minnesota Public Utility Commission in a variety of regulatory proceedings inclusive of general rate cases. My expert testimony has covered issues related to rate design, class cost of service studies, distributed generation, and energy efficiency.
Peggy Stark Office Manager
I have been with Latham, Ervin, Vognsen & Associates since January 2009 as office manager/bookkeeper. My position entails: accounts receivable/accounts payable, payroll and payroll reporting, financial reporting, quarterly and end of year federal and state reporting, tracking Iowa Utilities Board filings, updating paper and electronic files, and general office management.
